Our priorities - Commissioning Intentions

Thames Valley Integrated Care Board will be formally established in April 2026 to serve the 2.5 million people who live across Berkshire, Buckinghamshire and Oxfordshire. It will exist to improve the health of the Thames Valley population by identifying how best to use the health budget of £5.6 billion to improve outcomes, reduce the inequalities people face and ensure that everyone can access consistently high-quality services, whichever neighbourhood they live in.

As we prepare to commission healthcare services on a Thames Valley basis from April 2026, the Thames Valley Commissioning Intentions (opens as pdf) set out the outline strategic objectives which will frame our commissioning decisions over the next three years. It covers the following areas:

  • Where we are – what we know about our population’s health today and in the future; the quality and performance of our existing provision and our financial context.

  • Where we are going – our strategic objectives to deliver improved value, build neighbourhood health and prioritise prevention.

  • How we will work – measuring what matters; investing in change and working in partnership.

Our Structure

The NHS Frimley organisational organogram represents the team structure of our organisation and associated costs.

The organogram contains Whole Time Equivalent (WTE) information which is the denominator used to count numbers of staff. The numbers includes all staff employed to work within the NHS Frimley Integrated Care Board (ICB). This includes staff funded through the running cost allowance based on the size of the Frimley population, as well as staff funded through programme costs.

How we make decisions

The structures, systems, processes and behaviours we have in place for ensuring good governance include:

  • The NHS Frimley Constitution (opens Word document), Standing Orders, delegation agreement, Prime Financial Policies and Scheme of Reservation and Delegation;
  • Governance Handbook
  • A statutory Board
  • Risk register and assurance framework;
  • Internal audit;
  • Scrutiny by external assessors including NHS England.

Our Constitution

The NHS Frimley Constitution, as above, sets out the arrangements we have made to meet our responsibilities for commissioning care for our patients and the principles we will operate by with our partners. It describes the governing principles, rules and procedures that we operate by to ensure probity and accountability in the day-to-day running of NHS Frimley to ensure that decisions are made in an open and transparent way with the interests of our patients and clinicians central to our goals and ambitions.

What we spend

Each year, we are given money from the government to spend on health services for local people across Frimley.

We are committed to using this money to improve your health and to provide safe, high quality services while working to help you stay healthy.
